Historical Background

The Azerbaijani-Indian relations have deep historical roots. The Great Silk Route connected Azerbaijan and India from time immemorial. Temple of Fireworshipers - Ateshgah in Baku attracts many tourists from different countries, including India. Historical interaction throughout the ages has contributed to cultural enrichment of both countries. President of India Radhakrishnan, Prime Minister Jawaharlal Nehru and other high level officials visited Azerbaijan late last century. Bilateral cultural and humanitarian ties developed during this period. The elder generation in Azerbaijan still remembers Days of Indian Culture in Azerbaijan held in 1970. Azerbaijani scientists and oil engineers had significantly contributed to oil and gas  exploration in India. Famous Azerbaijani geologist Eyyub Taghiyev is regarded as one of the first to find commercial oil in India. Young Indians used to study at Oil Academy of Azerbaijan in the middle and second half of 20th century.

Information on Azerbaijan-India Bilateral Relations

Brief historical information:

India recognized the state independence of Azerbaijan on December 26, 1991. The diplomatic relations between two countries were established on February 28, 1992.

High level bilateral visits:

• A.Alekperov, former Minister of Finance of Azerbaijan visited India on January 9-12, 2006.

• Jairam Ramesh, former Minister of State for Commerce and Industry visited Azerbaijan on April 10-12, 2007.

• The First Session of the Inter-Governmental Commission (IGC) on Trade, Economic, Scientific and Technological Cooperation between Azerbaijan and India was held on November 26, 2009 in Baku, Azerbaijan. Huseyngulu Baghirov, Minister for Ecology & Natural Resources of Azerbaijan and Jyotiraditya Scindia, Minister of State for Commerce & Industry (now the Minister of Power) co-chaired the Session.

• The Second Session of the Inter-Governmental Commission (IGC) on Trade, Economic, Scientific and Technological Cooperation between Azerbaijan and India was held on April 16, 2011 in Baku, Azerbaijan. HuseynguluBaghirov, Minister for Ecology & Natural Resources of Azerbaijan and Jyotiraditya Scindia, Minister of State for Commerce & Industry (now the Minister of Power) co-chaired the Session. Jyotiraditya Scindia was received by H.E. Mr. Ilham Aliyev, the President of Azerbaijan.

• Ajay Maken, Union Minister of State for Youth Affairs and Sports of India visited Azerbaijan at the invitation of Azad Rahimov, Minister of Youth and Sports of Azerbaijan on June 25-30, 2012.

• Natig Aliyev, Minister of Industry and Energy of the Republic of Azerbaijan participated in “International Seminar on Energy Access” at the invitation of Farooq Abdullah, Minister of New and Renewable Energy of India on October 9-10, 2012 in New Delhi.

• Kapil Sibal, Minister of Communications and Information Technology of India attended Seventh Annual IGF Meeting on November 6-9, 2012 in Baku, Azerbaijan. Kapil Sibal was received by H.E. Mr. Ilham Aliyev, President of Azerbaijan.

• On April 4-5, 2013 Fikrat Mammadov, Minister of Justice of Azerbaijan paid an official visit to India, had meetings with E.Ahamed, Minister of State for External Affairs, S.Shinde, Minister of Home Affairs and A.Kumar, Minister of Law and Justice, signed 3 agreements. On April 8-9, 2013 Fikrat Mammadov as a Vice-president participated in Executive Committee meeting of International Association of Anti-Corruption Authorities.

• Samir Sharifov, Minister of Finance of Azerbaijan visited India on May 2-5, 2013 to participate in the 46th Annual Meeting of the Board of Governors of Asian Development Bank.

• On May 2-5, 2013 Elmar Mammadyarov, Minister of Foreign Affairs of Azerbaijan paid an official visit to India, had meetings with Mohammad Hamid Ansari, Vice President of India and Salman Khurshid, Minister of External Affairs of India and signed a Protocol on Cooperation between the Ministries.

• On January 12-15, 2014 Natig Aliyev, Minister of Energy of Azerbaijan participated in Petrotech 2014, XI International Oil and Gas Conference and Exhibition organized by ONGC Videsh Ltd, under the aegis of Ministry of Petroleum and Natural Gas of India.

Inter-Parliamentary relations:

Azerbaijan-India Inter-Parliamentary Friendship Group is was established on December 5, 2000. The chairperson of the Group is Zeynab Khanlarova, Member of Milli Majlis (Parliament).

The Chairperson of the Working Group from India is Botcha Jhansi Lakshmi Member of Parliament (Lok Sabha).

Political Cooperation:

Azerbaijan and India Political Consultation:

• Khalaf Khalafov, Deputy Foreign Minister of Azerbaijan participated in the first Political Consultations on March 12-17, 2007 in New Delhi.

• Sanjay Singh, Secretary (East) of the Ministry of External Affairs participated in the second Political Consultations on September 22-24, 2011. 

Economic Cooperation:
Trade turnover between Azerbaijan and India was $ 1.03 bn in January-November, 2014.

• The first session of the IGC co-chaired by H.Baghirov, Minister for Ecology & Natural Resources and J.Scindia, Minister of State for Commerce & Industry was held on 26th November 2009 in New Delhi.

• The second session of the IGC co-chaired by H.Baghirov, Minister for Ecology & Natural Resources and J.Scindia, Minister of State for Commerce & Industry was held in Baku on April 16, 2012.

• Indian Carnatic music traditional vocalist V.Badrinathan participated in International Mugham Festival in March 2009 and International Baku Jazz Festival in October 2009. She performed together with well-known Jazz group-Bakustic Jazz of Azerbaijan.

• The Ensemble of Ancient Musical Instruments from Azerbaijan participated in the International Sufi Music Festival in Kolkata on February 2-5, 2012. 


• S.M.Khan, Director General of Doordarshan Broadcasting Company, S.S. Mahdi, ICCR (Indian Council for Cultural Relations) vice-president and V.Badrinathan, Professor of Mumbai University participated in the 2nd International Humanitarian Forum on October 4-5, 2012 in Baku.

• Embassy of Azerbaijan participated in the International Conference “Revisiting the Silk Road – India and the Silk Road Regions, Cultural Connections, Current Challenges” held on November 5-7, 2012 at Jawaharlal Nehru University.

• A conference, exhibition and cultural program dedicated to 870th birth Anniversary of Nizami Ganjavi, great Azerbaijani, oriental poet, thinker and philosopher was held on November 29-December 1, 2012 at Indira Gandhi National Centre for the Arts.

• An exhibition of paintings “Colors of Azerbaijan” by Ashraf Heybatov was organized jointly by Embassy of Azerbaijan and ICCR to commemorate the 20th Anniversary of Diplomatic Relations between Azerbaijan and India on December 7-13, 2012 in New Delhi.

Brief historical information:

India recognized the state independence of Azerbaijan on December 26, 1991. The diplomatic relations between two countries were established on February 28, 1992.

High level bilateral visits:

Information on Azerbaijan-Bangladesh Bilateral Relations

Brief information:

Bangladesh recognized the state independence of Azerbaijan on December 30, 1991. The diplomatic relations between two countries were established on February 26, 1992.

High level bilateral visits:

• Muhammad Faruk Khan, Minister of Civil Aviation and Tourism of Bangladesh participated in the 2nd World Forum on Intercultural Dialogue on May 29-June 1, 2013 in Baku.
• Dipu Moni, Minister of Foreign Affairs of Bangladesh paid an official visit to Azerbaijan, was received by Ilham Aliyev, President of Azerbaijan, had meetings with E.Mammadyarov, Minister of Foreign Affairs of Azerbaijan, Sh.Mustafayev, Minister of Economic Development, O.Shiraliyev, Minister of Health, F.Nabiyev, Chief of the State Migration Service, on June 11, 2013 participated in the Conference of the Ministers of Foreign Affairs of Islamic Cooperation Organization for the financing strategic development plan of the Holy City of Al-Quds.
She signed 2 MoUs during the visit.

In January-November 2013 trade turnover between Azerbaijan and Bangladesh was $ 63.000.

Brief information:

Sri Lanka recognized the state independence of Azerbaijan on February 12, 1992.
The diplomatic relations between two countries were established on August 4, 1992.

High level bilateral visits:


• E.Mammadyarov, Minister of Foreign Affairs of Azerbaijan paid an official visit to Sri Lanka on May 5-8, 2013, had meetings with Mahinda Rajapaksa, President of Sri Lanka, G.L.Peiris, Minister of Foreign Affairs, B.Rajapaksa, Minister of Economic Development, A.P.Yapa, Minsiter of Petroleum, R.Bathiudeen, Minister of Trade and Commerce. A Protocol on Cooperation between the Ministries was signed during the visit.

• T.B.Ekanayake, Minister of Culture and the Arts of Sri Lanka participated in the 2nd World Forum on Intercultural Dialogue on May 29-June 1, 2013 in Baku.
Trade turnover between Azerbaijan and Sri Lanka was $ 16 mln in January-November, 2013.

The diplomatic relations between Azerbaijan and Nepal were established on February 28, 1995.

Trade turnover between Azerbaijan and Maldives was $6000 in January-November, 2013.

Information on Azerbaijan-Bangladesh Bilateral Relations

Brief information:

Bangladesh recognized the state independence of Azerbaijan on December 30, 1991. The diplomatic relations between two countries were established on February 26, 1992.

High level bilateral visits:

• Muhammad Faruk Khan, Minister of Civil Aviation and Tourism of Bangladesh participated in the 2nd World Forum on Intercultural Dialogue on May 29-June 1, 2013 in Baku. 

• Dipu Moni, Minister of Foreign Affairs of Bangladesh paid an official visit to Azerbaijan, was received by Ilham Aliyev, President of Azerbaijan, had meetings with E.Mammadyarov, Minister of Foreign Affairs of Azerbaijan, Sh.Mustafayev, Minister of Economic Development, O.Shiraliyev, Minister of Health, F.Nabiyev, Chief of the State Migration Service, on June 11, 2013 participated in the Conference of the Ministers of Foreign Affairs of Islamic Cooperation Organization for the financing strategic development plan of the Holy City of Al-Quds.
She signed 2 MoUs during the visit.

In January-November 2013 trade turnover between Azerbaijan and Bangladesh was $ 63.000.

Information on Azerbaijan-Sri Lanka Bilateral Relations

Brief information:

Sri Lanka recognized the state independence of Azerbaijan on February 12, 1992. 

The diplomatic relations between two countries were established on August 4, 1992.

High level bilateral visits:

• E.Mammadyarov, Minister of Foreign Affairs of Azerbaijan paid an official visit to Sri Lanka on May 5-8, 2013, had meetings with Mahinda Rajapaksa, President of Sri Lanka, G.L.Peiris, Minister of Foreign Affairs, B.Rajapaksa, Minister of Economic Development, A.P.Yapa, Minsiter of Petroleum, R.Bathiudeen, Minister of Trade and Commerce. A Protocol on Cooperation between the Ministries was signed during the visit.

• T.B.Ekanayake, Minister of Culture and the Arts of Sri Lanka participated in the 2nd World Forum on Intercultural Dialogue on May 29-June 1, 2013 in Baku. 

Trade turnover between Azerbaijan and Sri Lanka was $ 16 mln in January-November, 2013.

Brief information:

The diplomatic relations between Azerbaijan and Nepal were established on February 28, 1995.

Trade turnover between Azerbaijan and Maldives was $6000 in January-November, 2013.

Nepali side has to respond to 1 agreement.
